All three must be passed. The 75.00 is Prov’s reporting standard for the NIC papers rather than a figure set by North Dakota — NDCC 43-11-21 requires an examination and states no passing score, and we have not read the Board’s administrative rules, where one could sit. We hold no source at all for the cut on the ND State Laws paper, which is the Board’s own examination. NICPrep covers the NIC theory and practical content; the ND Laws exam sits outside it.
