California does not use the NIC national examination. The California cosmetology and manicurist written exams are developed by PSI specifically for the California Board of Barbering and Cosmetology (BBC). Content overlap with the NIC is significant — both cover infection control, anatomy, chemistry, and services based on the same industry references — but the item bank, blueprint weightings, and exam structure differ.

The BBC's November 2025 notification confirmed a new PSI validation study that rewrote the exam content blueprint effective April 1, 2026. Here's what shifted.
Safety and Infection Control is now the single largest domain at roughly 31% of the exam — up significantly from previous weightings. Client Consultation and Hair/Skin/Nail Analysis expanded to roughly 19%. Meanwhile, service-heavy domains like Haircutting and Hairstyling compressed to just 3% and 2% respectively. The exam now tests whether you understand why procedures are safe, not just how to perform them.
If you studied from materials produced before April 2026, your weighting is out of date. Materials that gave equal time to haircutting and safety are preparing you for an exam that no longer exists.
The changes are even more dramatic. Safety and Infection Control is now half the exam — 50% of scored questions. Skin Care is a brand-new category that did not exist on the manicurist exam before April 2026. The old blueprint (Safety 38%, Nails 49%) is gone.
If you're studying for the California manicurist exam with materials that don't include Skin Care as a domain, those materials are built for the old exam.
Senate Bill 803, effective January 1, 2022, made the most significant changes to California cosmetology licensing in decades. The current 2026 rules reflect SB 803 in full:

Once the California Board of Barbering and Cosmetology (BBC) approves your application, you receive a PSI candidate handbook and can self-schedule at any available PSI testing center. Application processing times vary; allow 4–6 weeks from submission to exam eligibility.

Most California cosmetology and nail tech prep materials on the market right now were built for the pre-April 2026 exam outline. Some haven't been updated since the SB 803 changes in 2022. A few are repurposed NIC national exam content with "California" in the title. NICPrep's California prep is different in specific, verifiable ways:

The cosmetology exam uses a criterion-referenced passing standard set by a BBC/PSI standard-setting study. No fixed passing percentage is published in the April 2026 content outline. The manicurist exam has a published passing standard of 75% (45 out of 60 scored questions).
Cosmetology: 110 questions (100 scored + 10 unscored pretest mixed in), 120 minutes. Manicurist: 65 questions (60 scored + 5 unscored pretest), 90 minutes.
PSI offers both exams in English, Spanish, Korean, Vietnamese, and Simplified Chinese. NICPrep's California practice tests are currently available in English, Spanish, and Vietnamese.
NICPrep's NIC products are calibrated to the NIC national exam format. For California specifically, the domain coverage overlaps significantly, so the content is useful as supplementary study material. But the blueprint weightings and exam structure differ — California's exam is heavier on Safety and lighter on service domains than the NIC. For the best California-specific prep, use the California product.
California does not expire cosmetology or manicurist training hours — once your hours are completed, you can apply for the exam at any time. However, processing times vary, so submit your application to the BBC promptly after completing your program.
Once the BBC approves your application, you receive a PSI candidate handbook with scheduling instructions. You can self-schedule at any available PSI testing center in California or at select locations nationwide.
Yes. California allows unlimited retakes at $125 per attempt. There is no mandatory waiting period between attempts — you can reschedule as soon as PSI has availability. However, if you failed, reviewing your domain-level performance before retaking is strongly recommended.
