Arkansas requires candidates to pass the practical exam before taking the theory exam — the opposite of most states. The practical ($65, ~3.5–4 hours) is administered by Professional Credential Services (PCS) at the Arkansas Department of Health in Little Rock. After passing the practical, you are eligible to schedule the NIC theory exam via Prov at a PSI testing center. Both exams require 70% to pass. Cosmetology exams are offered the third week of February, April, June, August, October, and the first week of December — applications must reach the ADH at least 10 days before the exam date.

The Arkansas Department of Health (ADH) Cosmetology Section regulates all cosmetology, esthetics, and nail tech licenses — unlike most states, Arkansas places this under its health department, not a separate board. Step-by-step: how to get licensed

  1. Complete 1,500 hours at an ADH-approved cosmetology school

    School issues Certificate of Training. Verify school approval at healthy.arkansas.gov/cosmetology.

  2. Submit Application for Practitioner Examination + Certificate of Training to ADH/CLIPS at least 10 days before exam date

    Apply through CLIPS at adhcosmo.arkansas.gov. Include Certificate of Training and required fees. Cosmetology practical exam dates: third week of Feb, Apr, Jun, Aug, Oct, and first week of Dec.

  3. Pass the practical exam first (PCS/ADH, Little Rock) — 70% required

    $65 to PCS. Bring mannequin head + stand, service tools, labeled products, towels, disinfectants, gloves. ~3.5–4 hours. No late admissions. After passing, you are eligible for the theory exam.

  4. Schedule and pass the NIC theory exam via Prov/PSI — 70% required

    $60 to Prov (scheduled via PSI). Available weekdays at PSI testing centers across Arkansas. ~90 minutes, computer-based. Apply license through ADH/CLIPS after passing both exams.

  5. Receive your cosmetology license · Renew biennially via CLIPS ($50)

    Online renewal at adhcosmo.arkansas.gov. $50 renewal fee. No CE required. Hair relaxer products with carcinogens/reproductive toxicants now require warning labels (Act 964 of 2025).

Reversed exam order — practical FIRST, then theory

Arkansas is one of a small number of states where the practical exam is taken before the theory/written exam. You must pass the practical exam at 70% before you are eligible to sit for the NIC theory examination. Practical: administered by Professional Credential Services (PCS) at the Arkansas Department of Health, 101 East Capitol, Suite 106, Little Rock. Theory: NIC exam via Prov, scheduled through PSI at PSI testing centers statewide.

Fixed monthly exam dates — apply 10 days before

Arkansas does not allow on-demand exam scheduling. Exam dates are fixed and published by the ADH:

All applications and required documents must reach the ADH Cosmetology Section at least 10 days before the exam date. Late applications are automatically scheduled for the next exam period.

Act 964 of 2025 — hair relaxer warning labels

Arkansas enacted Act 964 of 2025, requiring that any hair relaxer product sold in Arkansas that contains a carcinogen or reproductive toxicant must include a warning label. Biennial renewal via CLIPS — $50, no CE

All Arkansas cosmetology, esthetics, and nail tech licenses renew biennially online through CLIPS. Renewal fee: $50. No CE required for any practitioner license. Note: The reduced-fee period for renewal that was in effect through December 2025 has ended — fees have been restored to original amounts as of January 1, 2026.
