Hawaii uses the umbrella term "Beauty Operator" for its cosmetology license. 1,800 hours at a Board-approved school (or 3,600-hour apprenticeship). Hawaii's testing vendor changed from Prometric to PSI Services LLC effective January 1, 2026. All exam scheduling for barber, cosmetology, and electrology exams is now through PSI. If you previously had appointments or accounts with Prometric for Hawaii exams, contact PSI or the Hawaii Board of Barbering and Cosmetology to confirm your status under the new system. Hawaii uses a state-specific exam — not the standard NIC · Exams 3x/year only

Hawaii develops its own state-specific written and practical examinations — it does not use the standard national NIC exam. Hawaii exams cover cosmetology theory, sanitation, Hawaii-specific laws, and practical skills. Exams are offered only three times per year: January, May, and October. You must receive Board approval before scheduling with PSI. An exam waiver is available if you passed a NIC or PSI exam in another state — contact the Board to apply for a waiver (cca.hawaii.gov/pvl).

Step-by-step: how to get licensed

  1. Complete 1,800 hours at a Board-approved school (or 3,600-hr apprenticeship)

    Age 16+, HS diploma. Apprenticeship: min 20 hrs/week, max 42 months. Verify school at cca.hawaii.gov/pvl.

  2. Submit application to Hawaii Board of Barbering and Cosmetology — wait for Board approval

    Do NOT schedule with PSI until Board sends approval. Board mails scheduling authorization. Address: P.O. Box 3469, Honolulu, HI 96801.

  3. Schedule and pass both exams via PSI (Jan, May, or Oct exam dates)

    Written: ~$90, ~100 questions, 2 hours, Hawaii-specific content. Practical: ~$125 hands-on demonstration. Temporary permit ($40) available to work under supervision while awaiting results.

  4. Receive Beauty Operator license · Renew biennially December 31 of odd years · No CE

    Biennial renewal deadline. No CE required. Processing can take 6–8 weeks.

PSI is the new exam vendor (January 1, 2026)

Effective January 1, 2026, Hawaii's testing vendor for barber, cosmetology, and electrology exams changed from Prometric to PSI Services LLC. All exam scheduling is now through PSI. Candidates must still receive Board approval before scheduling — do not attempt to register with PSI without Board authorization, as scores will be considered invalid. Board: cca.hawaii.gov/pvl/boards/barber.

State-specific exam — not the standard NIC · 3x per year

Hawaii uses state-developed examinations — not the standard national NIC exam. Hawaii's exam covers Hawaii-specific laws, infection control, anatomy, chemistry, and practical skills. Exams are offered only three times per year: January, May, and October. Computer-based testing on Oahu and Hawaii Island may have additional availability. Plan your application and school completion timeline with these exam windows in mind.

Exam waiver — passed NIC or PSI exam in another state?

Hawaii offers an exam waiver for applicants who have already passed either a NIC or PSI Services examination in another jurisdiction. If your prior exam qualifies, you may be able to bypass Hawaii's exam. Contact the Board to confirm eligibility and apply for the waiver.

Temporary permit — $40

A one-time temporary permit ($40) is available to work under supervision while awaiting exam results. Contact the Board for temporary permit application details.

Biennial renewal December 31 of odd years · No CE

All Hawaii beauty operator, esthetics, barber, and nail technician licenses renew biennially on December 31 of odd-numbered years. No CE required for any practitioner license. Processing can take 6–8 weeks. Reciprocity available for out-of-state licensees whose training is substantially equivalent; Hawaii may require the Board exam regardless.
