6 hours CE now required — effective January 1, 2026

Maryland enacted HB 1600, requiring all cosmetologists, estheticians, nail technicians, and senior cosmetologists to complete 6 hours of Board-approved continuing education per renewal cycle, effective January 1, 2026. Required: 2 hours on health, safety, welfare, sanitation, and/or board laws/regulations. Elective: 4 hours in scope-of-practice topics. CE must be completed within your renewal period before your license expiration date.

Maryland's Board of Cosmetologists (under the Department of Labor / DLLR) governs cosmetology, esthetics, nail technology, and senior cosmetology licenses. The Maryland State Board of Barbers is a separate board for barbers. Licenses are now issued as PDF via email (no automatic paper mail since March 1, 2024). Must be affiliated with a licensed salon or barbershop to perform services.

Step-by-step: how to get licensed

  1. Complete 1,500 hours at a Board-approved cosmetology school (or 24-month apprenticeship)

    Verify school approval at labor.maryland.gov/license/cos. School submits your records to PSI. For apprenticeship, obtain a letter of eligibility from the Board.

  2. Complete the 1-hour DV awareness training (one-time, required Jan 2026+)

    Required for initial licensure and first renewal after January 1, 2026. Contact the Board for approved providers.

  3. Apply for PSI exams online and pay $77 combined

    Apply at PSI's automated online application system. Mail/fax/email applications no longer accepted. Out-of-state applicants: request letter of eligibility first.

  4. Pass both NIC exams and receive license instructions by email

    Allow 10 working days from passing both exams for Board email with license instructions. License delivered as PDF via email. Biennial renewal through Maryland license renewal portal at dllr.state.md.us/license/cos/cosrenew.shtml.

Two major changes effective January 1, 2026

Maryland enacted two significant licensing changes that took effect January 1, 2026:

NIC exams via PSI — online applications only

All Maryland cosmetology, esthetics, and nail technology exams use NIC national examinations administered by PSI Services. Effective March 31, 2025, PSI no longer accepts mail, fax, or email applications — online only. Exam fees: $77 for written + practical combined; $47 for each separately. PSI phone: (855) 898-0714. No expiration on exam eligibility. Unlimited retakes. Out-of-state and endorsement applicants must obtain a letter of eligibility from the Board (email barbers.cos@maryland.gov) before registering with PSI.

Two separate boards: cosmetology vs barbers

The Maryland Board of Cosmetologists governs cosmetologists, estheticians, nail technicians, and senior cosmetologists. The Maryland State Board of Barbers governs barbers. Separate applications, separate renewal portals, separate regulations — but the same DV training requirement applies to both.

Must be affiliated with a licensed salon

Maryland law (Business Occupations and Professions Article §5-605) requires all licensed cosmetology professionals to be affiliated with a licensed salon or licensed barbershop to perform services. Unaffiliated practice is prohibited.

Licenses now PDF via email

Effective March 1, 2024, Maryland stopped automatically issuing paper licenses by mail. Licenses are now delivered as PDF via the email address on file. If you don't have an email on file, you'll receive a mailed notice but must access your license electronically. Ensure your email address is current with the Board.

Senior Cosmetologist license

Maryland offers a Senior Cosmetologist license for those who want to teach cosmetology. Requirements: active Maryland cosmetology license held for 2+ years. Only the theory exam is required (not practical). Email barbers.cos@maryland.gov to request approval letter, then follow PSI registration process.

Cosmetology Licensure Compact

Maryland is a Cosmetology Licensure Compact member. Once fully operational, Maryland cosmetologists with multistate licenses can practice in all compact member states. Confirm current activation status at labor.maryland.gov/license/cos.
