Minnesota beauty licenses — 2026 requirements.

All four Minnesota beauty licenses in one place. Minnesota uses its own state-specific three-part exam administered by PSI — not the NIC national exam. Three separate exam sections, a 3-year license cycle, CE required, and two separate regulatory boards. NICPrep's content overlaps with the general theory content but is not a 1:1 match to Minnesota's exam.

Minnesota does not use the NIC national exam — NICPrep is supplementary prep

Minnesota uses its own state-specific examination developed for the Minnesota Board of Cosmetologist Examiners, administered by PSI Services — it is not the NIC National Cosmetology Theory Examination. The Minnesota exam has three separate sections: a General Theory section, a Minnesota State Laws and Rules section, and a Written Practical section. Content overlap with NIC-calibrated prep material is significant (infection control, hair services, chemistry, skin care, nail care), but the MN exam also includes a mandatory state-law section not covered by NIC-based prep. NICPrep is strong supplementary study material for the general theory content — but candidates must also study Minnesota-specific statutes and rules (Chapter 155A and Minnesota Rules Chapter 2105) for the state section.

The Minnesota Board of Cosmetologist Examiners governs cosmetologists, estheticians, and nail technicians at mn.gov/boards/cosmetologist-examiners. Barbers are governed by the separate Minnesota Board of Barber Examiners. Minnesota is one of only two states in this guide using a 3-year license cycle (North Carolina is the other).

Part 3: Written Practical

Step-by-step: how to get licensed

  1. Complete 1,550 hours at a Minnesota-licensed cosmetology school

Content overlaps substantially with NIC prep material, but candidates must also study Minnesota laws and rules (Chapter 155A) for the mandatory state section.

Minnesota does not use the NIC national nail technology exam — NICPrep is supplementary prep

Minnesota uses its own state-specific nail technology examination administered by PSI — not the NIC National Nail Technology Theory Examination. State-specific three-part exam via PSI — not NIC

Minnesota uses its own state-developed examinations for cosmetology, esthetics, and nail technology, administered by PSI Services LLC. The exam is not the NIC national exam. For cosmetology, esthetics, and nail tech: all candidates must pass three separate exam sections — General Theory, Minnesota State Laws and Rules, and Written Practical — each requiring 75% to pass. Candidates may register and pay for all three sections at once as the "combination examination" through PSI at psiexams.com or by calling 1-800-733-9267. Only failed sections need to be retaken.

Two separate boards

3-year license cycle with CE required

Minnesota is one of only two states in this guide (alongside North Carolina) using a 3-year license cycle for beauty professionals. CE is required at each renewal:

Renewal fee: $60 active operator renewal. Initial operator fee: $90.

Study guidance for Minnesota's state section

The mandatory Minnesota State Laws and Rules section covers Minnesota Statutes Chapter 155A (Cosmetology) and Minnesota Administrative Rules Chapter 2105 (Board of Cosmetologist Examiners) and Chapter 2110 (School rules). NIC-based prep materials do not cover these Minnesota-specific statutes. Study the full text of Chapter 155A and the administrative rules directly from the Minnesota Revisor of Statutes website (revisor.mn.gov) before scheduling the state section exam.

Apprenticeship

Minnesota offers an apprenticeship pathway for cosmetology (2,700 hours) but does not currently offer a formal apprenticeship for esthetics or nail technology. Contact the Board to confirm current apprenticeship availability and program requirements before beginning any informal training arrangement.

June 2024, it expires on June 30, 2027. Renewal applications and $60 active renewal fee go through the MN Board of Cosmetologist Examiners.

4 hours CE required at every renewal

Minnesota requires 4 hours of continuing education per 3-year renewal cycle for cosmetologists, estheticians, nail technicians, and salon managers. CE must cover infection control, state law, and industry-specific training from approved providers. CE completion must be documented — keep records even when the renewal portal only asks for attestation, because the Board can audit after renewal. CE courses not approved by the Board will not count.

Two separate boards: cosmetology vs barbers

Minnesota has two distinct regulatory bodies. The MN Board of Cosmetologist Examiners at mn.gov/boards/cosmetologist-examiners governs cosmetologists, estheticians, nail technicians, advanced practice estheticians, eyelash technicians, and salon managers. The MN Board of Barber Examiners governs barbers under separate statutes. If you hold both a cosmetology and barber license, you deal with two boards.

Pivot Point textbooks — MCE reference materials

The MCE General Theory sections are developed with reference to Pivot Point International textbooks: "Salon Fundamentals: A Resource for Your Cosmetology Career" (3rd edition, 2014) for cosmetology; "Salon Fundamentals—Esthetics: A Resource for Your Skin Care Career" (2nd edition, 2007) for esthetics. These are the official reference materials listed in the PSI candidate bulletins for Minnesota. Study resources built directly from Pivot Point content will most closely match the MCE exam structure.
