Oregon's licensing structure is unique nationally: no umbrella cosmetology license. Oregon issues separate field-of-practice certifications — Hair Design, Esthetics, Barbering, Nail Technology. Hair Design certification — 2026.

Oregon's equivalent of a cosmetology license is the Hair Design certification: 1,110 hours (plus 455 required practical operations) at a Board-approved school, or a competency-based pathway. School administers the practical exam. Applicant then comes to HLO in Salem for two written exams: the NIC-based Hair Design written exam + the Oregon Laws and Rules exam. Annual BBP training required for renewal.

No umbrella cosmetology license — Oregon issues field-of-practice certifications only

Oregon does not offer an umbrella "cosmetology" license. Every certification in Oregon is specific to a field of practice: Hair Design, Barbering, Esthetics, or Nail Technology. A Hair Design certification does not authorize chemical services like coloring, dyeing, relaxing, or permanent waves — those are within hair design scope. However, barbers cannot perform chemical services; only those with a Hair Design certification may do so. Practitioners who want to offer multiple services in different fields must hold separate certifications for each.

All Oregon cosmetology certifications are administered by the Health Licensing Office (HLO), a division of Oregon Health Authority. Certified Advanced Esthetician

Oregon offers a Certified Advanced Esthetician (CAE) license for expanded scope including advanced non-ablative treatments. Requires completion of an approved advanced esthetics program beyond the standard 444 hours. Renewal requires 5 hours of CE per year focused on advanced nonablative esthetics. Separate board (Board of Certified Advanced Estheticians) governs this credential.

Important scope distinction

Oregon barbers are licensed specifically for shaving, trimming or cutting the beard, and arranging, cutting, styling, dressing, shampooing, cleansing, conditioning, and temporary curling of hair. Barbers cannot apply chemical treatments such as coloring, dyeing, relaxing, or permanent waves — those services require a Hair Design certification. This is a meaningful distinction for practitioners who want to offer both types of services.

Reciprocity

Out-of-state barbers with an active, undisciplined barber license may be exempt from Oregon school and practical requirements but must still pass the Oregon Barbering written exam and the Oregon Laws and Rules exam at HLO Salem. HLO must receive direct verification from your home state board.

No umbrella cosmetology license — separate field-of-practice certifications

Oregon is unique nationally in that it does not issue a single umbrella "cosmetology" license. Every certification is specific to a field of practice: Hair Design (1,110 hrs), Barbering (746 hrs), Esthetics (444 hrs), Nail Technology (241 hrs), and Natural Hair Care. A practitioner who wants to perform services in multiple fields must hold a separate certification for each. Oregon does not offer an umbrella certification that covers all services.

Written exams at HLO Salem — not PSI or Prov

All Oregon cosmetology field-of-practice written exams are administered in person at the Health Licensing Office (HLO) in Salem, Oregon — not at PSI, Prov, or other external testing centers. Two written exams required for every certification

Every Oregon cosmetology certification requires passing two separate written exams at HLO:

Both exams must be passed within 2 years of the application date. The written exam validity period for passing scores is 2 years. Practical exam score validity (from the school): 5 years.

Annual bloodborne pathogens (BBP) training — required for renewal

Effective July 1, 2025, all Oregon cosmetology certification holders renewing any field of practice must complete and maintain annual bloodborne pathogens (BBP) training. BBP training must be completed each year (valid for 1 year). At renewal, practitioners attest to having current BBP training. HLO conducts random audits — keep records for 5 years. BBP training may be completed online or in person through approved providers.

Barber scope limitation

Oregon barbers cannot apply chemical treatments (coloring, dyeing, relaxing, permanent waves). Those services require a Hair Design certification. A practitioner wanting to offer both straight-razor shaving/grooming AND chemical services must hold both a Barbering certification AND a Hair Design certification.

Reciprocity — Oregon Laws and Rules still required

Out-of-state licensees may be exempt from Oregon school and practical requirements if they hold an active, undisciplined license from another state. However, all reciprocity applicants must still pass the Oregon field-of-practice written exam and the Oregon Laws and Rules written exam at HLO Salem. HLO must receive license verification directly from the home state board (not from the applicant). Home state verification can also be submitted via Affidavit of Licensure — mail to HLO (do not fax or email). Contact HLO at 503-378-8667 to verify your home state's verification process.

Oregon Laws and Rules 20-hour training also required

In addition to the exam, the Board-approved curriculum includes 20 hours of Oregon Laws and Rules training as part of the school program. This is separate from and in addition to the written exam on laws and rules.
