Cosmetologist/Barber license — 2026.

Under SB 330 (effective January 1, 2026), Utah's cosmetology and barber licenses were consolidated into a single credential: the cosmetologist/barber license at 1,250 hours. Holders can legally identify as either a cosmetologist or a barber. NIC exams via Prov — 75% passing. Biennial renewal September 30 of odd years at $52. No CE. SB 330 (Jan 1, 2026) — major restructuring of Utah licensing · Cosmetology and barber now one license

Utah SB 330 (signed March 2025, effective January 1, 2026) significantly restructured Utah's cosmetology and barbering licensing. The previous standalone barber license (1,000 hours) no longer exists. The cosmetology/barber license (1,250 hours) is now the primary full-scope credential covering hair cutting, chemical services, hair removal, eyelash/eyebrow technology, basic esthetics, and nail technology. Individuals holding the cosmetologist/barber license may identify professionally as either a cosmetologist or a barber.

Utah uses NIC exams via Prov — NICPrep is a direct fit

Utah uses NIC National Theory and Practical Examinations administered by Prov. NICPrep's cosmetology question bank is built from the NIC CIB — a direct-fit study resource. 75% passing on both. Applications online only at dopl.utah.gov starting January 31, 2026. License displayed at practice location is required.

SB 330 apprenticeship pathway (new 2026)

SB 330 established a formal apprenticeship pathway with the same hour requirements as school training: 1,250 hours for cosmetologist/barber (same as school). Apprentices require one-on-one direct supervision by a licensed cosmetologist/barber; supervisors cannot oversee more than two apprentices; programs must be completed within two years.

Step-by-step: how to get licensed

  1. Complete 1,250 hours at a DOPL-approved school or approved apprenticeship

    Online-only application at dopl.utah.gov from January 31, 2026. Create a Utah ID on the DOPL portal.

  2. Pass NIC theory and practical exams via Prov — 75% each

    Exam fees approximately $105 per exam through Prov. Register at provexam.com. Both exams required.

  3. Receive cosmetologist/barber license · Identify as cosmetologist or barber

    License must be prominently displayed at your practice location. Display is the holder's responsibility.

  4. Renew biennially September 30 of odd years ($52) · No CE required

    DOPL mails renewal notice 60 days before expiration. Reinstatement available up to 5 years post-expiration without re-examination.

Master Esthetics license — 2026.

SB 330 eliminated the basic esthetics license after January 1, 2026. The Master Esthetics license (600 hours) is now the only esthetics credential issued in Utah. Master Estheticians perform facials, skin analysis, waxing, makeup, and — as of June 1, 2026 — dermaplaning. NIC exams via Prov — 75% passing. Biennial renewal September 30 odd years. No CE.

After January 1, 2026, Utah no longer issues a basic esthetics license. The Master Esthetics license (600 hours) is the sole esthetics credential for new applicants. Individuals who were enrolled in a 600-hour esthetics program or registered for an 800-hour apprenticeship on or before January 1, 2026 may complete under prior rules; all others apply under the new Master Esthetics framework. Master Estheticians now have full supervisory authority over esthetics-only and makeup-only establishments.

SB 330 dermaplaning scope — Master Estheticians may perform dermaplaning effective June 1, 2026

Utah SB 330 (effective June 1, 2026 for this provision) clarified the scope of practice for Master Estheticians performing dermaplaning. Licensed Master Estheticians in Utah may now perform dermaplaning within their scope of practice. See DOPL's Advisory Statement for Dermaplaning for details: dopl.utah.gov/cosmetology.

Step-by-step: how to get licensed

  1. Complete 600 hours at a DOPL-approved esthetics school (or 800-hr apprenticeship)

    Apprenticeship: same hours as school but with one-on-one supervision. Max 2 apprentices per supervisor.

  2. Pass NIC esthetics theory and practical via Prov — 75% each

    Register at provexam.com. ~$105 per exam. Both required at 75%.

  3. Apply online at dopl.utah.gov and receive your Master Esthetics license

    Online-only applications from January 31, 2026. License must be displayed at practice location.

SB 330 (January 1, 2026) created a new entry-level Barbering Permit requiring only 130 hours for basic barbering services. This is separate from the full cosmetologist/barber license (1,250 hours). Barbering Permit (130 hrs) vs Cosmetologist/Barber License (1,250 hrs) — scope is very different

The new Barbering Permit covers only basic barbering services: haircuts, trims, and shaving. It does not allow chemical hair services, coloring, or other cosmetology-scope services. If you want to offer chemical services, coloring, or the full cosmetology scope, you need the Cosmetologist/Barber License (1,250 hours). Master Barber is also a separate credential (1,000 hours) — confirm current details at dopl.utah.gov.

All credential levels require NIC exams via Prov at 75% passing. Apprenticeship pathway available for all levels with the same hour requirements as school (one-on-one supervision, max 2 apprentices per supervisor, 2-year completion limit).

Utah SB 330 (signed March 27, 2025; effective January 1, 2026) restructured the entire Utah cosmetology licensing system: cosmetology and barbering were consolidated into one license; basic esthetics license eliminated (now only Master Esthetics, 600 hrs); a new Barbering Permit (130 hrs) was created for basic services; Master Barber added as a separate credential; apprenticeship pathway established with same hours as school training; and board membership restructured. A second SB 330 provision (effective June 1, 2026) clarified that Master Estheticians may perform dermaplaning.

NIC exams via Prov — 75% passing

Utah uses NIC National Examinations administered by Prov (provexam.com). Theory and practical exams both required at 75% passing. Exam fees approximately $105 per exam through Prov. Applications online only through DOPL at dopl.utah.gov (starting January 31, 2026 — paper applications no longer accepted).

Biennial renewal September 30 of odd years · No CE · Display required

All Utah beauty licenses renew biennially on September 30 of odd-numbered years. Renewal fee: $52. No CE required for any practitioner license type. DOPL mails renewal notice approximately 60 days before expiration. Reinstatement: available up to 5 years post-expiration without retaking exams. Per Utah statute 58-11a-305, all licensees must prominently display their license at the location where services are performed — the license holder is responsible for printing and displaying it.
